elfOvations LLC delivers responsible AI platforms, cloud-native architecture, and specialized workforce solutions for federal agencies and commercial enterprises, with engagements at the FDA, Department of Education, and VA.
We combine AI-enabled engineering, modern cloud architecture, and workforce expertise to design, build, and scale enterprise solutions: from clinical NLP pipelines for federal regulatory workflows to production-grade multi-tenant SaaS platforms delivered in under 12 weeks, not months. Federal agency engagements spanning VA, FDA, and the Department of Education, dating to our founding in 2021.

Our Story
Why elfOvations
Shweta founded elfOvations in 2021, when she felt ready to direct her energy toward something larger. After years of placing technical talent inside federal agencies, she had seen what those missions actually meant to the people working on them, and to the veterans, patients, and communities they served. She started elfOvations to stay close to that work: a company small enough to care about every engagement, expert enough to deliver real outcomes, and built around the same instinct she has carried her whole career, that doing good work for people who need it is its own purpose.

Shweta Nagpal
Founder & President
Strategic Human Resources executive with 10+ years of experience specializing in executive and technical recruiting across federal and commercial sectors. Shweta founded elfOvations LLC in 2021 and serves as President, leading all business strategy, client relationships, and operations.
- ▸As Founder & President, manages all business operations including client contracts, invoicing, and payroll, leads candidate sourcing and placement for technology staffing engagements, and holds final authority over all firm programs including federal delivery at VA, FDA, and ED
- ▸Filled 90+ positions at FDA
- ▸Led a lean, two-person recruitment team (onsite plus offshore)
- ▸Served Fortune 500 clients including J&J, KPMG, Schlumberger
Ashish Nagpal
Chief AI & Solutions Architect
Digital Transformation and Emerging Technology Leader with 20+ years of experience building enterprise-scale solutions. Ashish serves as Chief AI & Solutions Architect. He has supported U.S. Department of Education programs as AI Consultant (2025) and led two distinct engagements at the U.S. Food and Drug Administration: platform modernization of the BIMO program from legacy MS Access to Appian with an automated data validation framework (2022–2023), and, since 2024, solution architecture for an AI-enabled clinical NLP platform using Amazon Comprehend Medical. Ashish led the technical architecture of the Enterprise Data Governance Platform, delivered under Shweta's direction as Founder & President, in under 12 weeks using AI-assisted engineering.
- ▸AI Consultant, U.S. Department of Education: built the personal framework used to evaluate competing modernization vendors and authored FSA's AI strategy (Oct 2025–Apr 2026)
- ▸Emerging Technology Consultant, U.S. Food and Drug Administration: personally designed and coded the BIMO data reconciliation framework that resolved a three-way system dispute (Oct 2022–Oct 2023)
- ▸Chief Architect, FDA Clinical NLP Program, recognized by the FDA program team (2024–Present)
- ▸Led technical architecture for Enterprise Data Governance Platform under Shweta's direction: 12+ AWS services, 80+ APIs, full IaC, delivered in under 12 weeks
- ▸Digital Transformation Consultant, U.S. Dept. of Veterans Affairs, promoted to client-facing architect after a prototype was recognized by AFS leadership (2021–2025)
- ▸14 years at NBCUniversal, launched Hulu beta and led enterprise media platform delivery
